Local government must often make decisions on multifaceted issues, and those choices have substantial implications for our community. But when those choices are made without robust citizen input, the quality of our governance suffers. Now, more than ever, it's important that each one of us assumes the burden of civic participation.

Ben Warner is the President & CEO of Jacksonville Community Council Inc. (JCCI).
The model that JCCI uses invites the community to discuss a topic with subject matter experts resulting in months of study aimed at finding real solutions that work, he said. It’s a model that’s gained international attention for JCCI, which has fine tuned its approach since 1975.

Germany’s chancellor, Angela Merkel, invited Warner to speak before the G8 about the way JCCI implements change through involvement of the community. He’s also spoke on this topic in Berlin, Brazil and Paris.

Governance refers to "all of processes of governing, whether undertaken by a government, market or network, whether over a family, tribe, formal or informal organization or territory and whether through the laws, norms, power or language." It relates to "the processes of interaction and decision-making among the actors involved in a collective problem that lead to the creation, reinforcement, or reproduction of social norms and institutions."

A variety of entities (known generically as governing bodies) can govern. The most formal is a government, a body whose sole responsibility and authority is to make binding decisions in a given geopolitical system (such as a state) by establishing laws. Other types of governing bodies are possible. These include an organization (such as a corporation recognized as a legal entity by a government), a socio-political group (chiefdom, tribe, family, religious denomination, etc.), or another, informal group of people.

O Canada! Inhabited for millennia by distinctive Indigenous groups, Canada is a federal state, officially bilingual and multicultural at the federal level, formed by two founding nations with two principal legal traditions.


So, what is this thing “governance”? Why does it matter? Why is it especially important today? (At the Institute on Governance, we are often asked to define governance, why it matters, and why is especially matters today.)

Put simply, governance is how society, or groups within it, organize to make decisions. As we unpack this simple statement, three big issues come to the fore: who has a voice in making decisions, how are decisions made and who is accountable?

To answer these questions, and to understand modern governance, we need to step back into the 13th century. The Canadian version of Westminster has deep roots.

The video's aim is to raise awareness of the 12 principles of good democratic governance at local level. The 12 principles form one of the three pillars of "The Strategy for Innovation and Good Governance at Local Level", launched during the Ministerial Conference in Valencia, Spain, by European Ministers responsible for Local and Regional Government. In Council of Europe member States having subscribed to the Strategy, European local authorities who fully comply with the 12 principles can be awarded the European Label of Governance Excellence (ELoGE) -- represented by a 12-sided polyhedron - the dodecahedron. Currently Austria, Belgium, Bulgaria, France, Germany, Hungary, Italy, Malta, the Netherlands, Norway, Romania, Spain, Ukraine are working on the Strategy.

The video was produced by the Council of Europe's Centre of Expertise for Local Government Reform as part of its Programme Strengthening the Capacity of Local Authorities in Ukraine funded by the Swiss and Danish governments.

Can corporations' relentless focus on maximising shareholder wealth actually harm investors? UNSW's Centre for Law, Markets and Regulation presents Prof Lynn Stout, the Paul Hastings Distinguished Professor of Corporate and Securities Law at UCLA, in the second seminar of the series "In Who or What Do We Trust?"

Lynn Stout has been described as "the closest thing to a rockstar in corporate governance". Professor Stout advocates the end of shareholder primacy where public corporations belong to their shareholders and firms exist for one purpose only - to maximise shareholder wealth. However, modern corporate practice needn't be this way. Professor Stout argues that shareholder value thinking actually harms investors, over time and as a class.

The CLMR in association with Allens Arthur Robinsion and the Centre for International Finance and Regulation is delighted to welcome Professor Stout to lead the second seminar in the series 'In Who or What Do We Trust.'
