Risk has been ON for the last 5 years, with the prices of housing rising as a direct result of mortgage serviceability increasing because interest rates have plumbed new lows, their lowest ever, at a level referred to by the Reserve Bank of Australia as being at "emergency levels."

Between 2006 and 2016 the number of unemployed and underemployed has more than doubled from 1.2 million people to 2.5 million people. This figure has been hidden by the massive amount of population growth the nation has experienced, but per capita growth doesn't lie - it's been getting a shrinking share of productivity for the last two decades.

Housing is a bad investment, rental yields are low, and in some markets such as Perth, you're lucky if you can get a renter at all. It is highly dependent on new entrants to keep it afloat - just like a Ponzi scheme - yet it is investors who are pouring in, sometimes the same investor many times. They're in for one reason, capital gains, and those capital gains can only come about if the banks create ever increasing amounts of debt. Increasing amounts of debt can only be created if wages are rising and cost of living is put on hold. The exact opposite is occurring right now.

From the start, Australia's National Broadband Network was billed as a game changer that would future proof the nation by delivering super fast internet services.

Almost a decade on from those promises, there's a growing number of angry residential customers and small businesses who are bitterly disappointed with the NBN.

"I am a very, very frustrated NBN customer... What I've got is a trench running halfway up the driveway and a piece of PVC pipe with a rope running through it - and that's all." Customer

On Monday night, as the NBN reaches a milestone, passing the half-way point in its rollout, Four Corners investigates the problems fuelling this dissatisfaction.

Across Australia, there are parents risking everything to rescue their children from ice addiction.
"I've knocked on every door, I've been everywhere. I've chased my daughter for 6 months from house to house to house... I turned their water off, I turned their gas off, I pinched their power fuse. I smashed their windows, I've had enough." Father
To end this living nightmare, they'll seize on any chance to get help for their child.
"Why now? Five bullets through the front window and I've sh*t myself and that was when I straight away rang mum to say I'm coming home." Addict
But that chance of rehabilitation can come at an enormous cost.
"Most families don't have $30,000 sitting in the bank account just to put their child into a rehab centre. It's just not feasible." Mother
Publicly funded rehabilitation beds are in short supply and have waiting lists running into months. So instead, these families turn to private clinics. And they charge a fortune.

It’s one of the biggest environmental scandals in Australian history. Harmful chemicals, leaching into the ground and waterways, contaminating the water relied upon for drinking.

“They became more and more certain…It was also in the food chain, and it was also a risk to human health. Their own report by their own expert made that clear, that there was a risk to human health.” Investigator

These chemicals are the toxic legacy of fire-fighting foam, used for decades on Defence Force bases and other sites around Australia.

It's in your fridge and on your table: the fresh food that we take for granted.
But there's a dirty secret behind it.
Much of it is picked and packed by a hidden army of migrant workers who are ruthlessly exploited.

A Four Corners investigation has uncovered gangs of black market workers run by unscrupulous labour hire contractors operating on farms and in factories around the country.
The produce they supply ends up in our major supermarkets and fast food chains.
"Almost every fresh product that you pick up... will have passed through the hands of workers who have been fundamentally exploited." - Union official
These labour hire contractors prey upon highly vulnerable young foreigners, many with very limited English, who have come to Australia with dreams of working in a fair country.
They're subjected to brutal working hours, degrading living conditions and the massive underpayment of wages.
Reporter Caro Meldrum-Hanna has obtained undercover footage and on-camera accounts of this dark world. One migrant worker told her:

And despite the feel good nickname, "party drugs" can kill. Seven young Australians have died in the space of a year, hospital admissions are on the rise and concerns are growing about the increasing purity of the drugs. But this isn't deterring them.

Australians love their cars. And for much of the past six decades the cars they've loved most have been home-grown. In that time, Australia has been one of a select group of countries with the capacity to design, engineer and build its own cars. For 60 years that capacity has been a cornerstone of the country's industrial capacity. Now all that is about to change.

When the new Coalition Government made it clear it wasn't prepared to spend more money assisting the car industry, the big manufacturers Holden and Toyota said goodbye. Next on Four Corners, reporter Stephen Long looks at the impact as the car industry heads to the end of the road.

Long finds that for some, this represents a triumph of good policy with limited fallout:

Australia has been gripped by a national debate over how to fund our university education. But perhaps there's a more important question: what is it worth?

A Four Corners investigation has unearthed alarming new evidence of a decline in academic standards at institutions around the country.

Lecturers and tutors are grappling with a tide of academic misconduct and pressure from faculty managers to pass weak students. Many say commercial imperatives are overtaking academic rigour.

But why is this happening?

As Federal Government funding for universities has declined, Vice-Chancellors have been forced to look elsewhere to fill the void.

And for much of the past two decades, they've been tapping into a booming market - full fee-paying overseas students.

Right now the country's 40 universities are pulling in billions of dollars from students who are desperate for a degree from an Australian university and the possibility of a job and permanent residency.

But to ensure a steady flow of students from overseas, universities have had to ensure their entry requirements are sufficiently low.

Money and Influence: the shadowy world of political donations.

"We have a system where giving money can influence outcomes and that's a soft form of corruption."
As we head into the third week of the election campaign, Four Corners investigates just how transparent the political parties really are when it comes to revealing who their donors are and what is expected in return.
"What's at stake is simply the quality of our democracy and the ability of people to have faith in their political institutions."

It's a world that operates far from public view with a patchwork of donation laws around the country. A variety of methods are used to keep the identities of donors secret, leaving voters hard pressed to find out just who is funding whom.
"Those sort of enterprises are very useful to people because they enable money to be channelled into political interests without full disclosure and in circumstances where the public can't clearly see that there may be an outcome by virtue of those donations."
